The orders of the house of
Look to the House of Commons we shall
find the orders of that house in diametrical opposition
to what all parties acknowledge to be the end of its institution.
Chosen by the people it is expected and intended
that the votes of the ho members house should express[be conformable
to] the sentiments of the people. Dissolved Divested
of this authority every seven years, it is designed that every seven
years their the constituents of each member should
judge afresh whether he is worthy of their confidence.
How are they know this but by knowing what
he use he has been making of it: how he has
given his vote and what reasons if any he has
assigned for giving it? and in nine cases out of
ten how can they judge of the propriety of his
vote without hearing any thing of the reasons? For
what purpose are reasons given ? to any body? for what purpose
are members permitted to harangue?

house, that no stranger is be permitted to be present at
