It is another order that no person do presume without
authority of the house to publish any account of what the proceedings is done or said there.
It is has been the care of the legislature that the people
shall be obliged to exercise their judgment at least
once in seven years: and as much oftener as his
Majesty shall think fit. It is the care of the House
that the judgment thus exercised shall be perfectly
groundless and irrational.
Some Many have wished that this judgment to see it
should be repeated one in three years; some
once in every year. But why should it ever be exercised at all? so? Why expose
the members every year or once in three years
or once in seven years or in short why expose
them at any time to be victims of caprice?
True it is that strangers [so the house terms its constituents] do in fact very frequently gain
admittance: sometimes by introduction from a member,
sometimes by allowance of the door-keeper. But
the admittance being impe forbidden by the standing
order wi first mentioned is but a precarious indulgence,
which not only may be revoked, but often
is revoked, at the pleasure of a single member.
