Misrule

I have spoken elsewhere of the publicity that
ought to be given invariably in general to be given to state
papers: I have observed shewn, I think to lock them up in darkness is impolitic
under any constitution and as inconsistent as well it is
as impolitic under a constitution like the British.
If we observe how it is with the proceedings of Parliament
Reports of committees are commonly order'd to be printed:
so are Bills at every now & then upon motion
in their progress through the two houses. But for
whom are printed? For the members of the house
and for them only? not by any means for the
people who only g of whom here and there one
gets a sight of them by accident by favour of a
friend because the house can't hinder him.

Were it thought possible that a spark of
discernment should exist any where out of the bounds
of those two room closets adjoining that adjoin to Westminster
hall the acts of the legislature would not be quite so often
be exposed as they are at present so much exposed to the reproach of being crude and
undigested: the duty industry of these two august
bodies would not be so often employ'd in patching atoning
for their improvidence: and the statute book would not be
up the defects to which their improvidence had
given birth loaded with so many cumbrous articles which perplex
and confound on pretense of explanation.
