is in fashion it is necessary for every man
who is of that class any of those classes among which it prevails
to be in constant readiness upon the ha certain
contingencies to put his life to hazard [in this
way.] This was the policy of the Spartan institutions,
a policy kept up at the expence of
almost if not all the comforts of which man's nature
is susceptible. Among modern nations without
any policy and even against the efforts
of the law a similar effect has been produced
by the prevalence of this practise, or rather
of a disposition to engage in it upon occasions
which seldom very seldom happen. A body of
gentry so prepared may be consider'd as a kind
of natural militia whose minds at least are
kept by the prevalence by under the influence of those sentiments in a
state of constant discipline.
Never was so great a public advantage purchased
at so small a price an expence. The very
