I will just observe, at the risk of being laughed
at for my simplicity, that the influence an
arrangement of this sort would be not less suitable
to the condition constitution of the purest monarchy than to
that of a mixt government. The monarch I
carry a rapid glance over the insurrections tumults
that at different times have disturbed Naples, Paris,
Madrid, Bohemia, Constantinople and the
distant provinces of the Russian empire: all these
were the effects and I conclude that if the circumstances
of those countries had been such as
to have made associations practicable, no such
insurrections would have taken place. Had the
subjects of the Roman world been in the habit of
association the empire and the lives of Emperors
would not so easily nor so often have been set to
sale by the Prætorian bands: had the same habits prevailed in Russia the
extirpation of the Strelitzes would not have been
a measure of necessity. Pugatchef would In
the Russian empire the name of Pugatchef
would never have been heard of: and in Constantinople
gentler means grievances real or imaginary might be
redressed without setting the town on fire.
