I know very well that slaves can not exercise
this any more than the other rights of freedom:
and that not only the probability but the possibility
of such an institution must await those
salutary arduous changes which the magnanimous councils
of a Joseph and a Catharine are labouring
incessantly to mature. But in recommending pleading
in behalf of the institution of associations I recommend
of course the bringing the character and
circumstances of a nation to a state which renders
associations possible.
In recommending associations I am aware
of the mischiefs that have been done in Poland
by confederacies: but in recommending it as a
check upon the abuses of government on the one hand and as
a preservative against the mischiefs which may result
from the unreflecting pran precipitate apprehension
of such abuses on the other, I suppose a
government subsisting: . I give propose it as physic, not as food.
I am sensible that there may be a
certain degree of ignorance, which so long as it
subsisted might render association a dangerous
measure. But this is an argument not against
the expediency of establishing the right of
association
