Misrule

Singular as it may seem I see no reason
why it should be looked upon as a thing impossible
event to see that the sovereignty divided upon the
same plan by the sovereign himself. Sovereigns
have abdicated a part the whole of their power:
of this there have been many examples the world has seen a multitude of examples in the
world: why not of their giving up a part of it?
To deal plainly I must own the conclusion not to
be so strong as it may appear to be. Why have
they abdicated? to save get rid of trouble: but this partial
abdication would encrease it.

Be this as it may, sovereigns like other those who were most tenacious
men would be glad of their power during life, would from that very disposition
be glad to govern after death. Now such a
plan of policy would be one of the most efficacious together with another which will be
mentioned by and by are the only two expedients which
hold up to a design of that sort any prospect of seem best calculated to
promote the
to promise the fullest success gratification as to so natural
succes a desire.
