Mischief
mischief can be combated is that of compensation.
Now as to compensation, it is plain that what has
been done already cannot be undone: the mischief that
has already happened [be it more or less] can not be made
not to have happen'd: strictly speaking therefore
it is not by combating mischief that compensation on any given lot of
is of service mischief that the influence
of compensation is exerted, but on the general condition
of the party by whom the mischief has been
sustained: that is to wit , by giving him a lot of happiness
in consideration of the lot of unhappiness he
has borne and inserting in as it were into the account current
of his prosperity a lot an item on the favourable
side to set in ballance against that
which has fallen been enter'd on the unfavourable.
Where If the business of prevention has been effected
compleatly, there is nothing to compensate: where if
it has been effected partially the business task of
government the legislator is divided between cure and compensation:
where if no part of the mischief has been can be
prevented, there but the whole either has run or
must run it's length, there compensation is the sole
resource.
