2It is to be observed that what is compensation
with regard to the individual sufferer considerd
by himself is cure with regard to the whole community
of which he is a part: and this is the
chief reason for making compensation. If on this
occasion [we make use of] the word cure, be made use employ'd
of, the whole community is refer considerd in the
character of a patient: considering then the matter
then in this light, compensation is always necessary
to compleat the cure: the secondary branch of the
mischief is never totally prevented, unless the primary
branch be made amends for. Whatever degree of calamity
be given to the article of punishment in any case, that the
certainty measure of it can never be compleat. Courses Crimes then to
which the temptation is violent and continual can
never be prevented altogether: punishment then whatsoeverever
degree of aff security it may afford
can never afford an entire security; the alarm to
which the community is exposed can never be
quieted altogether, without the aid of compensation
The more frequently that theft for instance is
punished in proportion to the frequency of its
being committed, the less frequently at the long
run
