Indirect Legislation § 10

Mischief

Compensation
insufficient cure

run will it be th committed: and the less frequently
it is committed the less will [the] people be
afraid of it: but so long as there are any examples
of its being committed, which in the
best-order'd governments there must always be,
people will always be apprehensive of it in some
degree: but let them see reason to be assured, that as often
as it does happen the damage will be made
amends for, it is evident enough that their
apprehensions from it must be in a great degree
lessen'd, if not totally removed.
