Prevention generally
requires
discovery
follows in a manner

With regard to prevention, [meaning total prevention],
much need not here be is not to be said. In general what is to be done in the under this head belongs
to the ordinary scheme plan method either of police or judicial procedure
[the act which is in a way to be the cause of
the mischief being apt all along supposed to have already
taken place] follows [in a manner] as it were of of course
as a natural consequence upon detection, discovery, and belongs
to the ordinary plan either of police or of
judicial procedure.

Binding to
good behaviour

To Under this head appertains the expedient of binding a man over to his good behaviour. This is an
expedient of a general nature applicable to all
the cases where an attempt or act of preparation
is comes to be known to have taken places, before the intention
has been consummated. This expedient
according as it is the accessory offence or the
principal one only that is comes in view in speaking
of the act may be referred either to the present
or to one that has already been considerd:
