By way As a counterbalance to these striking great
advantages, it would be open to two capital objections. The one is the danger there would be
that an institution of this sort, if attempted to be introduced would give an
invincible disgust to the body of the people. This
objection, if it should not be decisive, ought at least
to operate as a caution respecting the manner in
which the business should be gone about: and this
surely, if any, would be a case in which instruction
should precede coercion: in which the reasons for
requiring obedience were display'd before obedience
were required: and in which every degree of conde
attention that could be shewn to the sentiments of the
people would be no more than necessary requisite
Peter the Great did a bold thing when he undertook
to despoil his subjects of their beards. Here
as the utility would be more palpable, so perhaps
the hazard might be still greater: I mean
as far as any dependence is to be placed on
analogous conjecture on a matter of such variety
and such uncertainty as the humour of the people.
