this expedient
The institution would in point of energy admitt
of three degrees. 1. Adults might be marked
without exception and that in such manner that
the mark would of such dimensions and in such situation as to be conspicuous at the distance
to which a stranger may approach without offence;
2. they might be marked in a more secret private the mark might be of a more private kind
way in such manner that the mark
could not so as not to be discovered unless with the concurrence of the person, without a degree of compulsion
reserved for great occasions. 3. The institution
might be confined altogether to the rising
generation. With regard to these latter the objection
taken from the unpleasantness of finding
one's self known would be altogether void of force:

question is one which they never could have acquire.
If I were obliged to say which of
