mischief: it is the apparent punishment that does
almost all the benefit: the business is therefore out
of the necessary a given quantity of the former to make
as much as possible of the latter. Humanity
consists in seeming to be cruel
In the draught final code I have ventured taken
upon to propose every offence that requires a degree of
severity equal to that of a punishment by in
which the person is concerned which touches the person of the offender, has its
distinct and characteristic punishment.
The best road to the passions is through the eye. Preach then to the eye if you would preach
with efficacy. The precept is as old as Horace
and the experience that dictated it as old as the
