In the penal code which I have ventured to propose
every offence which is treated it has been thought fit to treat with a certain degree
of severity has its distinct and characteristic punishment.
A full description of these offences and
and these punishments constitutes the entire substance
of that part of the penal code. which contains whatever
offences persons of
every description are liable
to committ.
A summary An abridgment , equally authoritative
with the text at large and which teaches
where to look for every thing which it does not give,
is capable of being contained printed in on one side of
a large sheet table . To a table of this sort let there be
an engraved border, representing the various sorts of punishments threaten'd
in the text. I have observed elsewhere that
a table of this sort ought in the manner of an
almanach to make part of the furniture of every
house.
