The fact is, that whether it be that the idea annexed to the word interest
as employd in common speech is apt to be confined
to the notion of positive good, or whether it
be that an apprehension more or less explicit is commonly entertained of
on that the comparative comparative inefficacy of penal methods
in cases like that in question before us is com these are
not, as it should seem, the methods that first present
themselves when a recipe is required in answer to the question problem is proposed how to for making
