The magnitude of the population is in every
country not yet improved to the heighth, arrived at its ne plus ultra of improvement , is in
acknowledged to be a pretty just criterion of the
excellence of the government. But it is more
particularly so in that country in which the
mildness of the climate and fertility of the soil
renders the inhabitants so little independent of a
fixed capital, at the same time that their constitutional
timidity disposes them to take
flight at upon the slightest alarm. The state of the
population is if one may so say a kind of gage which in such a
country will naturally be more sensible than when it can
well be in any other. But although you can not take an
account of the wealth of the country you can
always take account of the numbers of the people.
Let To these numbers then let the salary of each
member of government or at least a considerable
part of it bear a fixt proportion. it is to
be consider'd indeed that the effects of a bad government
however considerable & uncontestable are not always
manifested instantaneously: so that upon this plan a man
after bad good governor might lose by the bad government
of his predecessor while such who by his own bad governor lost might lose nothing,
