of reward is to such a degree necessary as that
without it neither can be physical pain be averted nor
even death itself: which is the case where it consists

The idea thus generalized and developed explained
may now it is to be hoped be applied throughout
the whole of extent and with little difficulty throughout
the whole of its extent: and strokes of policy
which till now even the fruits privileged gifts emanations of genius may
henceforward become matter of routine the work of
ordinary judgment and mechanic industry.

The only remaining difficulty is how to
find out the test of good & representative behaviour in office when the
particular points can not so well be ascertained.
