Corpus delicti

For producing the an uniformity so much to be desired
two expedients present themselves: the one is to provide
by authority of the government the requisite standards, and to forbid the use
of any others: the other is to provide the standards themselves
and have trust for them and leave it to general convenience
to provide for their adoption. [I had like to
have forgot a third which is to require a strict and
universal conformity to certain standards no such
standards being provided.] The As to the first course
I know not of any instance of its being taken: the
second appears to have been taken and with every great
success that can be wished, [in under that most exemplary
model of good government], the wise and liberal administration of
the Archduke Leopold, the present Grand Duke of Tuscany.
