§4 Instituting stamps or other marks attesting the
quantity or quality of individual articles [with reference
to the established tests or standards.]

articles may be consider'd as so many declarations
or certificates exhibited in a form more or
less compendious.

In the consideration of these documents four five
objects
points may deserve to be attended to merit our attention : 1. the purpose
for which the mark is instituted: 2. the person whose
declaration or certificate it is intended to convey: 3.
the fullness and particularity of the information given by it:
4. the conspicuousness and intelligibility of the signs which are employd
by which that information is given. which are made use of for that purpose. 5. the permanency and
indestructibility of those signs.

I. Purposes .

First as to the purpose for which the stam stamp or
other mark may have been instituted. This it is evident
may in point of possibility be any purpose whatsoever
for which any declaration or certificate whatsoever
may can come to have been made: any purpose for which the attestation convey'd
by it may respect any fact whatsoever which it
[it can be] the interest either of the public or of an individual
that an attestation should be may require to be to have ascertained. To enumerate
all these purposes would therefore be to enumerate
every right for the security of which either on in favour the
part of either the public or of the individual such attestation
might be made to serve. All therefore that can be
expected
