§ 3. Institution of standards or tests of quality and value
It would lead me us into too wide a field were I we
to inquire go in search of every thing that might
be done by authority of government to establish
proper standards of quality and value for the
[infinite] variety of articles that might be susceptible
of such trial. The touchstone is an imperfect standard
or rather test of the quality and value of a mixt metal
metallic compositions containing in them a large proportion
of gold or silver, by giving a precarious indication
