furnishes means of detection: but as the use application of
these means is generally a matter of some skill
and nicety these tests of quality are hardly to be put mentioned
on the same line footing upon a level with those simple and [well universally known]
notorious standards of quantity [of which any one which any one may
apply: can manage the application: the test has consists
rather in the process than the instrument.
For government the law to oblige persons at large
to make use of employ standards of this kind at all
is perhaps in no instance either practicable or worth
while: much still less, to observe as to the observing any uniformity in the
use of them. [As interference in this head seem to be
confined to these points: to] If in under this head the interference of government can be of any use, it must can be, as it should
seem, in only one or other of these ways: 1. by encouraging promoting
the discovery of such tests in cases where they are yet
wanting: 2. by conveying intelligence of them to the
notice of the people: and 3. by taking care that the
officers of government themselves shall avail themselves
as far as the purposes of government require
of such tests as shall have been discover'd. Thusly
the officers of the mint in every country avail themselves
of the process of assaying: those of the excise upon fermented liquors
of the hydrometer and the other tests of the
quality of such liquors.
