8. Price of commoditiesAgainst Extortion in the way of trade:
[If the exaction of high exorbitant prices for commodities
or for labour can not with properly t be treated considerd as
an offence with a view to punishment, that exorbitancy itself may at least be consider'd as an evil,
which if it can be removed cured without incurring
greater evils, it would be eligible to remove cure.] Extortion
of this kind in the way of trade is a sort of offence, if
such we may term an act which that does not
admit of punishment, which can be combated
with advantage in the way of indirect legislation
or not at all. Happily it is that sort
of offence the mischief of which is lessened in
instead of being encreased augmented by the multitude of
the offenders. What then is there for the law
to do? this and this only there needs no more than to the encrease that
multitude as much as possible. Such or such an
article bears a high price: a great profit is to be made by it very well, let this
be known, [sellers from all quarters flock together to have a
share of it] sellers multiply, [competition takes
place] and the price sinks is lower'd.
