Publishing fees
utmost nicety by the letter of the law. Where this is
not done, whatever extortion may be committed is
not to be imputed so much to the rapacity of the
officer, as to the negligence of the legislator.
In England there are still but too many offices
in which the fees are not settled, in other words
from which extortion is not banished. If any
one wants particulars, let him he may enquire of the
Clerks of Assize and Clerks of Sessions.
