§ Publication of [public] accounts in which
[the fairness of] which the public has an interest.
10. Publish accounts
When accounts are to be passed within a
limited time before a limited number of auditors
[that is of judges] perhaps before a single auditor
that is before a single judge, with a limited choice
of vouchers and witnesses, such perhaps to wit, as
happen to be in the way and can be produced
within the compass of that limited time, those vouchers and
those witnesses garbled perhaps by the accountants
themselves by the very persons whose inte have
an interest in the fallaciousness of the evidence, without
any body perhaps to cross examine or make
comments on the other side, how can it happen but that a multitude of errors
must be continually be overlooked? [Why? only
because such and such persons who were in a
condition to detect them were not in the way to
give their evidence or to communicate their remarks.
[What then is to be done?] publish the accounts.
You have then the whole world to give
evidence, the whole world to make comments, and
the whole world to judge.
