did the occasion necessity arise naturally, or was it
created for the sake of the opportunity of laying out
the money? Was the article got at the cheapest price
that it could be bought for? without any the market fair and open?, no preference
given to one dealer over another? no intimidation
held out to keep back competitors? no intimation
given of secret advantage to [a favourite contractor favoured bidder?
no allowance made on false pretences? ? Was it
as good no unnecessary quality exacted on the part
of the article, nor useless condition on the part of
the contractor, in order to justify an exorbitance in
the price? Was an it the article deliver'd as good as was to be had purchased
at that price for the price which was given for it? Were the
articles received, all of them, brought into to the account?
More questions of this nature I shall
not subjoin. Who will undertake to say, that
to all these questions and more a great number
of others which I put only for example the
whole world put together will not sometimes furnish
answers more instructive that will be would have been drawn
from two or three books and two or three witnesses
or from two or three books without a witness
by a judge an auditor or two secretly in confederacy in league perhaps
with the accountants, and sitting in a private
room?
