Homicide by poison
Let a catalogue be made of the several drugs
which are liable to be abused to such a purpose
Let every person [without exception] be forbidden
either to sell give or otherwise transfer any of
the articles contained in such a catalogue to any
other person without the privity of such a number
of persons suppose two or three at a time: (exception being made
with relation to regard to medicines sent for applied for in virtue of prescriptions signed by physicians
persons of the faculty practitioners in medicine
or administer'd by such practitioners themselves.)
If they be sold in the way of trade let the
merchant, druggist, chemist, apothecary or other dealer be
obliged to enter in a
exact from the buyer before
the article is deliver'd a declaration signifying
for what use the drug in question is wanted.
This which declaration might be upon oath. Let a
particular book be provided under some such
name as the poison-book
in which let the
declarations abovementioned be enter'd together
with signed b with the names and abodes of the
buyers and the witnesses.
By way of allowance for cases of necessity
let an indemnity be given to such persons who
having infringed any of the above regulations,
