stop to what is amiss, are dependent upon those
who happen to be in the way of knowing what is
done. Without the former latter the former can do nothing their assistance nothing can be done
This like every thing else which is to be obtained
from human activity is to be obtained no otherwise
than by the influence of such motives causes as have
the faculty of making an impression on the human giving motion to the will
mind: the fear of evil or the hope of good.
