Indirect Legislation
Evidence §
the only causes, are yet of themselves [causes fully] sufficient to account
for that debility [which is now, &
I much fear will long continue to be, imputable to the
police of England.] of the powers of justice from
whence the multitude multitudinousness of crimes and the insecurity
[of life liberty and property] of whatever is dear to
men in a civilized society takes its rise.
It is evident then that the abolition of these
rules could it by any means take place, and the safety of innocence
be yet sufficiently provided for would be

be applied to every sort of mischief of which delinquency
