men in a civilized society takes its rise.

It is evident then that the abolition of these
rules could it by any means take place, and the safety of innocence
be yet sufficiently provided for would be
one of the most powerful antidotes that could possibly
be applied to every sort of mischief of which delinquency
is the cause.
