be done to prevent his withdrawing himself from
justice? This will depend upon the local circumstance
of the spot which was the scene of the
offence.
In this point of view there is a convenience
in having in a country spot the outlets from which⊞ ⊞which is provided with the barriers natural or artificially which are capable of being of which the co passes† †barriers
may be effectually guarded circumscribed: in a small island
with few ports and without any other
islands vey very near: in a country surrounded
or intersected by deep rivers: in a walled town:
in a country of in which the communication means of travelling
are in the hands of government.
In the British West Indies islands
no person is permitted to depart till aftersome time after notice publickly given of his
intention: and in the small ones there is scarcely
room for a suspected person to be concealed.
