But society being improved, the use of it is at
an end: in one point of view it is needless: in another
it is inefficacious. Townships are not gangs:
hundred does not go out a robbing fit out expeditions of plunder against hundred.
The peer who sleeps [on down] in Piccadilly, may
without any great stretch of charity be acquitted of
the imputation of negligence in not apprehending

supplied. Though too large on the supposition
of delinquency it is not so large as it ought
to be [on the supposition of innocence] it ought to be for the purpose
of insurance.
