any nation it should ever have been attained accomplished,
that nation [in as far as depends upon its internal
polity] may be pronounced said to be truly happy.

v. [Mischief.]

In many nations, in short in most of
the modern nations of Europe, time has been,
when the spoils of delinquents have formed no
inconsiderable source of clear revenue. Such
an arrangement is perhaps in the present an improved
state of government neither feasible practicable nor desirable.
But perhaps it might be neither impracticable
nor undesirable that [matters should
be so order'd that] a considerable part, if not the
whole might should be d extracted from the estates
of delinquents [of all classes] of what was necessary to repair
the damages occasioned by delinquencies [of
all classes]. the estates of delinquents
and none but delinquents
would upon this plan be
[being] thrown together as it were into
a [sort of] joint fund for
the reparation of the one another's
misdemeanours occasioned
[mischiefs produced by
delinquency:] a measure
which were it
carried to its utmost
rigour would be less
rigorous than those which
are now so commonly
pursued where a thousand
who are innocent
are made to
with perhaps a
dozen who are guilty.
In such a state of things, after
deduction made of the few cases, few indeed as
they might be made of irreparable mischief
the fates of all men of both descriptions would be assorted to their
conduct behaviour: security would be the companion of
innocence: affliction would dwell only with guilt:
and there would be no mischief but what fell on upon the
heads [of the contrivers.] that plotted it.
