OBSTACLES Character of Men as have represented not exclusive of improvement
Why not Fatal Whenever therefore the majority of Legislators
are not inclined to the same have it not at the same time in contemplation
to be guilty of a certain crime, the selfishness of
mankind we see will not stand as a conclusive
obstacle to proper Laws against that
crime.
Next with regard to particular denominations
of men whose Interests, (as those of most are
at some time in a greater or less degree, at some time
or other) are adverse to those of the rest, it
is to be consider'd, that if there are a hundred
such different denominations in a state , the Interests of each of which
[are in their turns equally adverse to such improvements
as would be for the benefit of the
whole, yet supposing them all detached &
of equal power, there is at every particular
