Theory, which as being theory would be useless
as the safer way therefore, they take them for
granted without proving them or ever considering
whether they are either self-evident or capable of
proof being proved or what makes them still more
unexceptionable, evident to sensation. The only
sensible meaning then; tho' confusedly expressed
in the expression phrase is, that tho' this position from
it's generality and vagueness may not at once
appear to be false & consequently may be
pronounced by an interlocutory judgement to be
said to be [de bene esse] true, yet in fact
when it comes to be clearly understood & unravelled
by being spread into resolved into particulars will be found to be false – by reason of it's necessary consequences
as being found upon comparison to stand in contradictions with some principle precept which it
either convey'd by sensation sentiment or an undesirable
consequence of some one stated.

A theory that is a collection of General propositions
has been allowed to be true in Theory
but false in practise – whereas in fact it was
was true in theory but was taken for such
for want of attending to all it's consequences
some of which would be found in the end to
in fact.

The consequence is has to be drawn that no theory draws attention
because however true it may be in itself, when
applied to practise it will be found erroneous.
I say, in that case it never was true, but appeared
so from the limited view we took of it
& for want of applying it to particular practise.

Men are ready enough to acknowledge a theory to
be true in theory They wont allow it any influence in practice
