OBSTACLES – Indolence– Insensibility to evils remote
ever so full hopes of each , would regard
the proposition without any such degree of zeal
as would be sufficient to form a motive of action to those
who administer its affairs. And this a proposition
which like that in question has the effect of liiting
the royal authority in any point, can scarce ever
be positively unpopular, yet in regard to one which
may bear a less analogy to their affections it will
always be probable enough that insensible to the distant
(& contingent) advantage, they would see nothing
but the present innovation.

The habit of Systematical
comprehension has
hitherto made so little
progress, that it is
commonly taken for a
sufficient objection to
a proposed provision
either that the evil against which
it guards, either has not been
felt hitherto, or that it will
not be felt tomorrow –
that it is in human nature
that it should be felt one
time or other if not thus provided
against, & that the provision at any
event will do no harm, is hardly
considered as a sufficient answer.
For the people to feel an adequate gratitude for one
who should deliver them from an evil, that evil
must be known: to be known it must have filled their imagination: to have filled
their imagination it must have been felt, or at
least visibly upon the point of being so: it must already
have as is the nature of evils to do, have produced
an offspring before it's existence: now this,
by the supposition it has not done. – In Exactly therefore
in inverse proportion to its merit will be it's applause, &
therefore the encouragement for & therefore the motive
to it's establishment, & therefore the probability
of it's being established.
