OBSTACLES: LEGISLATORS USEFUL PROJECTS why not adopted?
Tis not the best of all conceivable assignable, but the best of all
practicable expedients regulations, that is to be adopted. But And this
the Legislator is apt enough for of himself to remember
the benefit of success if it accrues, redounds to him but in common
with the rest of the community: disappointment
with the odium attending it,+ + the attempt of enforcing an unpopular measure, is his own.
For a contrary reason, issuing from the same principle speculative reformers
odium from a bad or unsuccessful
project is much more certain
to him, than lower reputation from
a good one. If there are any
malecontents in the State government
(& what State is without it's
malecontents?) they will leave
no stone unturned to crush
the project, or if that be
not profitable too much to attempt, to crush the
glory power resulting from it,
if that cannot be done, they
will deny him the authorship property
of it or if that be beyond
dispute, they will say
he was forced into it; and
that he did it to make himself
popular; as if assigning
the nature of an
action were destroying it's
merit. idea of it
If the Privilege & Election Acts had been brought in
by the popular party & carried through after a struggle
against the general sense inclination of men in power Administration what
end would there have been to triumphs & acclamations?
