OBSTACLES. General views of or Indolence
If a thousandth part of that expence of thought which
has been expanded employ'd in ascertaining finding out what the Law
was, had been employed in finding out ascertaining what
it ought to be, it would by this time have
assumed a very different face [of perfection] from
that which it now wears.
We have many that are able, many others
that are willing to make improvements:
but of those who are both able & willing but a few, here
& there are by accident.
We have many engaged by perpetual profession & by adequate
interest, in the study of + perverting the Laws that are; a sufficient
number of others in resisting the efforts of the former
[& keeping the latter even]
We have none engaged both by profession & by adequate
interest in that of contriving such Laws as should
be
Some indeed by profession, tho' that not perpetual,
& on that here by interest not adequate: some others
by profession perpetual indeed; but by Interest
still less adequate.
