OBSTACLES, FICTION. Why functions thus cherished.

For the same reason for which the governor of every description should
have the means of inspecting into the conduct of
the governors, for the same for which Merchants
should into that of their directors, for the very same
should laymen beg into that of their Lawyers:
nor can the sufferance of any thing which stands
as an obstacle to that inspection, be defended
but upon principles which conclude with equal force in favor
of arbitrary & irresponsible unscrutable power.

But arbitrary & irresponsible unscrutable power is doubtless
more pleasant & convenient commoditive to him who
employs own it thus limited & responsible scrutable: & the perception
of this pleasure & this commodiousness received
every day will not fail to exercise a however an influence
not the less real for being of the unprecedented, influence over their judgements
in on the expedience or feasibility of such regulations
as are calculated to abridge it: on their
judgments, at the least: sometimes (for how should
it be otherwise among men?) on their discourse be without belong
their judgments.
