OBSTACLES PREJ. Profess. Against Innovat.
For every one which any power can shew to have has done more harm than
good, I would undertake think was one within compass if I one
undertook to shew ten which such person would
acknowledge to have done more good of any, they longed than harm:
which if I one were to succeed in, the presumption
in favor of innovation in general antecedent to the examination
of the matter of the particular innovations
proposed would thereby appear to be as 10 to one:
& were of that one the mischief as soon as perceived,
might be made to cease, by it's repeal.
The great fault of our Statutes not far from
being that of the doing of too much, but of too little has been the not
doing [of] enough — witness the Statutes for the
writing of all legal manuscripts in the English language
which by learning the petitions, left them still almost
as unintelligible as before — witness the great
number concurring in abolishing in piecemeal the
distinction under the title which would need as
large a portion of men's property from the protection of the Laws
Of the yet greater number
which come
under the title of
Malicious Mischief.
