Occasions for Fines
or say Mulets.

1.

Evil consciousness
on the part of the
Pursuer or other Applicant.

2.

Evil consciousness
on the part of a Defendant.

3.

Temerity on the part
of a pursuer or other
applicant: thereby,
wasteful consumption of Judicial time.

4.

Mendacious falshood
on the part of Pursuer
Defendant or Witness:
fine applicable the
instant the delinquency
is sufficiently ascertained.

5.

Temenacious falshood
on the part of
the above.

6.

In every case of delinquency,
fine in
execution as the
whole on a part of
punishment, in so
for as the circumstances
of the delinquent
admit.

So, even and above
satisfaction to the
pursuer when, for
the subsequently preventive
purpose of
punishment, suffering
is requisite over
and above that produced
by the burthen
of adequate satisfaction

wasting the time of
the Judicatory, thereby
delaying the commencement
or termination
of this or that individual
suit or class
of suits

Note that, under the
proposed system, fine
for the purpose of satisfaction
to the individual
takes place by

the whole amount
of it of fine for the purpose
of punishment:
because fine to the
party wronged answers
pro tanto, the preventive
purpose of punishment:
not vice versa.

Note on the other
hand that, in default
of capital in hand,
fine may be made
payable by instalments
not only out of income
in possession,
but out of income
produced by the produce
of future labors:
and for securing such
instalments, Friendly
Bondsmen may be
called in.
