Of Exemptions from Punishment Reasons
the sight of the punishment instead of keeping
up their indignation against the offender,
would turn the current of it against those who
appeared concerned in the infliction of it; that
is against the law, and the ministers of the law.
2. Nor on the other hand on in the very rare
and particular case in question are the punishments
in question to be regarded as absolutely
needful. The purpose of disabling the offender
from doing any such mischief in future will may
be sufficiently answer'd by the chronical
punishments: and with a view to others
the purpose of exemplarity may be sufficiently
answer'd by the executions that will come
to be performed in ordinary cases. The shewy
part of the punishment may be dispensed with,
with little comparative inconvenience, so long
as there is real punishment enough left to
outweigh the profit of the offence. It is not necessary to keep up faith in the general rule: an exception in this ground affording no prospect of
