Reasons
1. Because by the supposition, the effect of the
ordinary punishment in such the circumstances
in question would be to produce a great certain quantity
of punishment more than was designed by
the legislator: which extra-quantity would be
accordingly be needless. See Introd. Ch. [Cases unmeet]
2. Lest the view of it should give umbrage to the produce dissatisfaction
among the people. See above Quest:s IV and VI
