4. The of the delinquent. Order 1. religious 2/ moral. 3. political
In regard to the fourth of the above articles points, I mean the
event of the party's being in the way for punishment
to attach upon him, [the advantage is equally on
the side of] the religious Sanction has equally the
advantage for the other two over the political other two. Where
the punishment he thinks he has reason to expect
is severer to him than banishment, his constant
endeavour is to withdraw himself from it by flight.
In this it will often happen that he succeeds. If
he has any property he generally finds means
to withdraw that too out of the reach of Justice. In
this case he exempts himself from every degree of punishment
exceeding that of banishment. Sometimes He may even exempt
himself from that too by keeping himself concealed
and submitting to a kind of voluntary confinement
at home in his own country. By the same means he stands a chance
of escaping the force of the moral sanction likewise: but not
so good an one: for it will often happen that the
infamy of his crimes will follow him where
the hand of Justice can not reach him. From
the hand of Divine Justice there can be as little
hope of flying as from the eye of Divine omniscience.
