Two questions points which in this description
it was impossible to keep exactly separate
are: what diversities local circumstances
have occasioned, and what they ought to be
permitted to occasion [the distinction between
what is established and what ought to be
established] It is evident that in themselves
no two points not more essentially distinct: though
scarce any two are have been more frequently confounded
in the language and perhaps in the minds of
speculation] political Enquirers Since thus they are connected thrugh
distrust, what is the nature of their connection? and
to come to the point at once, how far is the one the consequence
of the other.
What then? is it enough because a than that a
custom has happened + + to get footing hitherto to prevail, does it follow
that good or bad, it should be rivetted fastened upon us for
ever? It is the same thing to shew that an
institution is established, and that it ought to be
established? in the rude and barbarous nations
shall establishments be eternal, while in
the most polished and most intelligent there
is yet so much need of reformation matter for improvement? Shall
the establishments institutions of barbarous and wretched nations possess
a perpetuity an unalterability which if refused to those of the
most wisest and most prosperous?
