Place and Time
on my side: or death or ill health rids me of an opponent's

a prudent man. I make it only for a year:
it is only a manner of experiment. Half a
year after the first ship sails, I transmitt
the law to England; it takes six months in its
passage: the King disapproves the law and
kills it with his negative: in half a year more
the act of disallowance comes from England: this is
1-1/2 year after the birth of the law: but half
a year before it is thus slain, it has died a
natural death: it has fulfilled completed the term prescribed
for its continuance. In the mean time
finding the good effects of it by experience, I
pass another law to the same time or the same
or if that be too much to the same effect
as the foregoing: but has not begotten in me
that presumption which it might in the breast of
another man: my caution is persevering. I give
the second law the same short-lived continuance
as the first. In due time comes the disallowance
of
