and in some cases to promote the happiness of

. Of these branches the first assured to concern is said to concern
which that branch of duty + + if the such a word as duty can be here employ'd which according to
the common phrase is stiled a man's duty to
himself: the other concerns what has been called
his duty to his neighbor: that is his to any other
man as or whose happiness his actions are in a
way to exert an influence.++ ++ beneficence His duty toward his neighbor is that duty which he observes fulfills in as far as he consults the happiness of his neighbor. Now the consulting a another man's happiness is performed in two ways: in a negative way, by forbearing to diminish it: in a positive way by studying to increase it. To study consult it in the negative way is probity: in the positive way, beneficence. It is on the subject of what concerns a man's duty to his neighbor
that provoked this and the art of legislation
are apt more particularly to go hand in hand.
Frequently on the subject of what regards beneficence:
still more on the subject of what regards probity.
Even when the interests of a single individual,
still more when the complicated interests of a whole
community are in question, at stake a private man
has need of the legislator for two purposes: to give
him information what acts are beneficial, what
pernicious: and to furnish him with what motives
he may stand in need of to induce him to perform
the one and abstain from the other, in addition
to any motives which he may chance to be furnished with
by any other means.
