Place and Time

There are certain laws there which are in a form in which they are
capable of standing in an occupying a place in an authoritative
code and which are capable of being so
worded as to be capable of serving without variation for all as to be alike in all
places and all times: that is as far as
they go: although the texture of them at the same time that their texture is
then so loose and general, as to require
before they can answer the purpose they
are designed for, to be fitted up as it were
with an apparatus of expository provisions,
many of which will require to be of a
different tenor in different times and places.
On the other hand there are certain other
laws (which and these indeed are by far the most
numerous) to which to the expediency of which
this degree of universality and permanency
can not by any contrivance be communicated.
Will it be expected that a catalogue an enumeration
shall be given of those of the former class?
will it be even so much as expected that a line
shall be drawn between [the f two classes] the
one
