§1 Of the legislative composition of the laws in general.underlined text
Legislation considered with respect to its Legislation, its two branches — the inventive — the graphical

of it must have been suggested by experience
and actual observation and experiment: by observation of the good or evil
resulting from the several sorts mode of acts conduct
which by that means the legislator was induced

proved most effectual for the procurement attainment of the former
and the averting of the latter. In this case stage
the inventive branch must necessarily have taken
