In some few instances the British Legislature has
recollected that it might be a convenience to the subject
to be informed of the law by which he was
to govern himself; and measures have been taken
accordingly. These instances are of more importance value
in the way of example than in themselves that at first sight might be imagined, since they afford
an experimental proof the only proof which
some people will admitt, of the possibility of the measure general
policy of which they are (particular) instances. There
are those who so long as you if you attempted
to prove to them by arguments or a priori, that
it was possible to inform men of the laws they are
respectively concerned in would persist in the negation
to the very death: but shew them that instances where it has
actually been done, then perhaps they may cease
to maintaining it to be impossible.
