BeginningTo Under the head of composition belongs so much of
the business of legislation as consists in the giving to the [+]

exposition given to the ideas which the legislator

that can be done under the head of composition form
is to make qualify that expression in every
case for the suggesting faithful exhibition of those ideas. The instruments
or signs employ'd for this purpose, are written

the accomplishment of the end in question will

they are disposed. This order may be distinguishedconsidered
into two points of view: in the first place in

an assemblage of words as are included under within the compass of
